Inter-institutional horizontal transfers can only be made between higher education institutions that implement equivalent education programs or to diploma programs that are determined by the Council of Higher Education to have at least eighty percent of their content identical.
Horizontal transfers to the program are carried out in accordance with the provisions of the “Regulation on Horizontal Transfer Principles at Associate and Undergraduate Levels Between Higher Education Institutions of the Council of Higher Education”.
Horizontal transfers are limited to quotas to be determined by the relevant board of directors and adaptation procedures are carried out by this board.
For horizontal transfer applications, the student’s general grade point average for the semesters he/she completed in the program he/she is registered in is 60 out of 100 or 2.29 out of 4 and there are no courses he/she has failed or missed.

To explain in more detail;
Horizontal Transfer Applications
The issues related to horizontal transfer and vertical transfer within Tokat Gaziosmanpaşa University are carried out in accordance with the Tokat Gaziosmanpaşa University Directive on Transfer Between Associate and Undergraduate Programs, Double Major, Minor and Inter-Institutional Credit Transfer, prepared based on the provisions of the Regulation on Transfer Between Associate and Undergraduate Programs in Higher Education Institutions, published in the Official Gazette dated 24/04/2010 and numbered 27561. Horizontal transfers between programs within the institution can be between diploma programs that accept students with the same central placement score type, as well as between diploma programs that accept students with the same level but different central placement score types.
In order to apply for horizontal transfer to diploma programs within our university that accept students with the same level but different central placement score types, the central placement score that the student received in the score type valid for the diploma program he/she wants to pass as of the year he/she took the central exam must not be less than the lowest base score of other state university diploma programs in the country that are equivalent to the diploma program he/she wants to pass.
In the evaluation of applications, success scores are calculated based on 60% of the general grade point average and 40% of the central placement score for transfers to programs with the same score type;
and 30% of the general grade point average and 70% of the central placement score for transfers to programs with different score types, and placement is made within the quota.
For horizontal transfer between institutions, the student's general grade point average for the semesters he/she has completed in the program he/she is registered in must be at least 60 out of 100 or at least 2.00 out of 4.
In the evaluation of candidates applying to programs accepting students through central placement, the candidate's ÖSYS score in the ÖSYS score type they applied for and their GANO out of 100 points are taken into account and the candidate's evaluation score is calculated using the formula below.
Evaluation Score = (([Candidate's ÖSYS score / Program base score for that year]*100)*0.70) + (GANO according to the 100-point grading system*0.30)
If there are no equivalents issued by the student's previous higher education institution in converting the success grades obtained according to the four-point system to the hundred-point system, the conversion tables determined by the Higher Education Executive Board are used.
Double Major - Minor Program Applications
The issues related to the Double Major and Minor Programs carried out within Tokat Gaziosmanpaşa University are carried out in accordance with the Tokat Gaziosmanpaşa University Double Major (Second Degree) and Minor Program Directive prepared based on the provisions of the Regulation on the Transfer Between Associate and Undergraduate Programs in Higher Education Institutions, Double Major, Minor and Inter-Institutional Credit Transfers published in the Official Gazette dated 24/04/2010 and numbered 27561.

Double Major Program (DMP, Second Undergraduate Program) is an educational program that allows students to receive a diploma from another undergraduate program within the same university that is closer to the major undergraduate program in terms of scientific field during their undergraduate education.
DMP gives undergraduate students the opportunity to graduate in two different undergraduate programs.
Students can apply to DMP at the beginning of the third semester of the major diploma program at the earliest and at the beginning of the fifth semester at the latest.
In order for a student to apply for the DAP, he/she must have taken and passed all the courses in the major undergraduate program until the semester he/she applied, his/her general grade point average at the time of application must be at least 70 and he/she must be in the top 20% in terms of success ranking in the relevant class of the major diploma program.
Tokat Gaziosmanpaşa University Double Major Programs include at least 36 and at most 60 national credits.
Minor Program refers to the education and training program created to enable students to gain knowledge in a specific field in another department they are interested in and to enable them to receive a certificate in this field.
Students can apply for the minor program until the third semester of the major undergraduate program at the earliest and the fifth semester at the latest.
In order for a student to apply for the minor program, he/she must have taken and passed all the courses in the major undergraduate program until the semester he/she applied and his/her general grade point average at the time of application must be at least 2.50.
Tokat Gaziosmanpaşa University Minor Programs include at least 18 and at most 30 national credits.

Evaluation of Courses Taken and Credits Earned in Other Programs and/or Institutions
Evaluation of courses taken and credits earned in other programs and/or institutions is carried out in accordance with the Tokat Gaziosmanpaşa University Course Exemption and Adaptation Procedures Application Principles.

The Exemption and Adaptation Committee established in the unit conducts the examination of the courses from which the student requests exemption.
The adaptation made is evaluated and decided by the relevant board of directors and the students' adaptations are made to the relevant semester/year.
The content of the course for which exemption is requested is not taken into consideration whether it is exactly the same as the compulsory/elective or equivalent course in terms of national credit or ECTS.
